In every household, women manage resources and decide on major investments in production, business, house building and household appliances together with their husbands. They represent a vital part of the modernization of rural areas in Vietnam.

(LLCT) - Public debate is meant to enable different classes of society to practice their rights to mastership including freedoms to voice their opinions on activities by authorized people and to evaluate such activities. Democracy as a cultural value established on humanitarian and legal bases does not just stop at ideas, aspirations, concepts and wills but also needs to be expressed through action and ensured with mechanisms and laws.

(LLCT) - The phrase “group interests” has been mentioned in some of the Party’s documents and has attracted the attention of the entire society. Group interests can be interpreted in different ways. They can be the interests of a group of people who unite together to achieve and protect them. Group interests can form interest or social groups. Humankind’s history shows that group interests and societies came into being at the same time and are coexistent. Such interests find expression in all areas and contain both positive and negative aspects.

Human rights are universally agreed values of mankind, and recorded in the important legal documents of the United Nations. However, in reality, in policy making and law enforcement, the human rights-based approach has not been applied in a large number of countries, hindering the people from enjoying their legitimate rights.

In recent years, in many forums contributing ideas for the 1992 Constitution and Laws on Land, there have been debates over how the land ownership mechanism should be designed in the country. Many advocate the private ownership of land. Others support various types of ownerships of land. The majority remain the ownership of land belongs to the people (meaning jointly owned by all Vietnamese people), given a more effective mechanism is introduced in the actualisation process. The author supports the people’s ownership of land and against the private ownership of land or the diversification of land ownerships, for the following reasons:
