Legal system for digital transformation in Vietnam

(PTOJ) - Vietnam is in the midst of a rapid digital transformation, with the objective of leveraging technology to advance the nation's development. A robust legal foundation is recognised as a pivotal element in achieving the goals of the National digital transformation program by 2025, with an orientation towards 2030, which is the development of three pillars: digital government, digital economy, and digital society. The article offers an overview of the legal system supporting the digital transformation in Vietnam and proposes some recommendations to promote the digital transformation process in the coming time.

(PTOJ) - The One Commune - One Product (OCOP) program has been implemented and has demonstrated its initial effectiveness in aligning with the target of advancing the development and construction of advanced new-style rural areas, while also considering the characteristics, needs, and requisites of sustainable development. However, practical experience reveals that the OCOP Program still confronts numerous challenges and constraints. From an analysis of the results, achievements, limitations, and shortcomings, this article puts forth several solutions to enhance the role of cooperatives in the development of OCOP product development in Vietnam.

The role of the State, market and society in occupational restructuring toward modern industry

(PTOJ) - Based on secondary data sources, statistical data and the results of the national project titled "Research on the relationship between the state, market and society in social development management in Vietnam", a quantitative survey with 1,500 samples, 80 in-depth interviews with groups of officials working in departments, agencies, enterprises and some social organizations, representatives of households in 6 provinces and cities in 2020, this article analyzes a number of aspects reflecting the success and limitations of the State, the market and society in occupational restructuring, suggesting implications on policy in order to promote rapid and sustainable occupational structure for our country in the 2021-2030 period toward a modern industrial society which was outlined in the Documents of the 13th National Party Congress.

(PTOJ) - Tourism is a smokeless industry and a driving force for Vietnam's economic growth in the new stage of development. Vietnam's tourism development strategy through to 2030 emphasizes: The development of tourism in a sustainable manner to become a spearhead economic sector, creating a driving force to promote the development of other industries and fields, contributing to the formation of a modern economic structure. Sustainable tourism development is also one of the focuses in the socio-economic development strategies of many localities, helping to effectively exploit the potential for economic development, realizing the goals of poverty reduction, environmental protection, preservation of cultural values and identities, the assurance of equity and social progress. This article is made within the framework of a scientific research project sponsored by Military Commercial Joint Stock Bank (MB).

Communication tasks for public authorities with the aim of rebutting wrong and hostile opinions

(PTOJ) - Recently, there have been many developments in the communication work of the public authority system, which have made important contributions to improving public awareness of the position, role and duties of public authorities, and the connection between the public authority system and the people. However, the follow are limitations that remain in the realm of  communication work in public service activities: reaction is not immediate, the action is not drastic, and there is still moments of confusion. This is an opportune chance for reactionary forces to distort and propagate false information, affecting the image and reputation of public authorities, and above all, eroding people's trust in the Party and State. The article discusses the current situation and possible solutions to enhance the effectiveness of communication in public service activities, especially in unexpected situations, contributing to preventing and combating wrong and hostile viewpoints. At the second scientific essay competition, "Protecting the ideological base of the Party, fighting against wrong and hostile opinions in the changing circumstances", the article was awarded the Prospect Prize in 2022.

(PTOJ) - Cross-border national/ethnic relationships are the interaction between the same ethnicity or different ethnicity with another country sharing a border, so it is always associated with issues of political security and national sovereignty. This is an issue that often has complicated developments, if it is not handled properly, it will affect socio-political stability, sovereignty protection and national border security of our country. This article analyzes the current situation and proposes solutions to solve cross-border ethnic relations, making contributions to firmly protecting national sovereignty and border security in the current context of development and international integration.

(PTOJ) - The People's Public Security Force is led, educated, and trained by the Party and President Ho Chi Minh, becoming a "sacred sword" to protect the Party, the State, and the people. This article outlines the role of foreign affairs in the process of construction and development in the period of 1945-1975; overcoming difficulties, achieving important results, leving valuable lessons and experiences. Thereby, some solutions are to be proposed on applying these experiences to current practice.

Based on this fact, this article highlights some of the experiences learned for initially responding to social conflict situations in Vietnam.
