1. Functions and duties

Decision No. 6585-QD/HVCTQG of the Ho Chi Minh National Academy of Politics dated November 1, 2018 on the functions, tasks and organizational structure of the Political Theory Journal stipulates:

Position and functions

Political Theory Journalis an unit under the Ho Chi Minh National Academy of Politics; is the scientific mouthpiece of the Academy, a scientific forum for scientists inside and outside the Academy on theoretical issues, the Party’s guidelines, the State’s policies and laws.

Duties

Organize the editing and publishing of the Political Theory Journal in accordance with the principles and purposes stated in the Journal’s publishing license, the Press Law and other relevant legal regulations and the direction of the Academy’s President.

Participate in theoretical research and practical summaries to improve the quality of the Political Theory Journal.

Advise the Academy’s President on issues related to professional work and editing of journals and newsletters in the Academy.

Cooperate with domestic and foreign press agencies when approved by the Academy’s President. Perform other duties assigned by the Academy’s President.

1. Principles and aims

The Political Theory Journal implements the principles and aims of researching, propagating and educating Marxism - Leninism, Ho Chi Minh's thought, the Party's viewpoints and guidelines, and the State's policies and laws; researching theory and summarizing the practice of building the country according to socialist orientation; fighting against wrong and hostile views, protecting the Party's ideological foundation, and protecting the regime.

With the above principles, the publications of Political Theory Journal aim to: (i) serving the training and fostering of staff, scientific research of the Academy and publishing the results of the Party's theoretical ideals and important political activities of the country, (ii) performing the function of speech, as a specialized scientific research forum, (iii) carrying out the tasks of propagating and educating theoretical politics, the Party’s guidelines, and the State’s policies and laws, (iv) performing the function of social supervision and criticism, (v) serving the Academy's international cooperation and the Party's foreign communication work.

1. History of formation and development

Political Theory Journalwas formerly known as Journal of Theoretical Information and Internal Research Newsletter, was established in 2000 on the basis of merging the Journal of Theoretical Information and the Journal of Theoretical Research, with a long history of development from 1976 to present.

Journal of Theoretical Information

- On March 25, 1976, the Central Party Committee's Theoretical Research Commission decided to establish the Journal of Theoretical Information.

- In September 1976, the Journal of Theoretical Information released its first issue to readers. The Journal published every 2 months.

- From 1979, the Journal has published monthly with over 1 thousand copies.

- In November 1987, the Journal announced the widening of distribution to a large number of readers. The number of copies printed increased to over 3 thousand copies.

Journal of Theoretical Research (formerly known as Internal Research Newsletter)

- At the end of June 1977, Internal Research Newsletter (internal release), published their first issue, and was in charge of the Scientific Committee of Nguyen Ai Quoc High-level Party School.

- On January 9, 1981, Internal Research Newsletter was officially and widely published every 3 months, with each edition containing 64 pages, and one thousand copies were printed per issue.

- In July 1983, implementing the License dated April 4, 1983 by the Ministry of Culture,Internal Research Newsletter was transformed into Research Journal and published its first issue.

- From April 1983, the Research Journal has published every 3 months, with 64 pages, and 3 thousand copies printed per issue.

- From March 1985, the Research Journal was issued every 2 months, with 64 pages, and 4 thousand copies printed per issue.

- At the end of 1988, the Research Journal changed its name to Journal of Theoretical Research.

- From January 1996, the Theoretical Research Journal published once a month, each edition containing 48 pages. Starting with Issue No. 1-2000, it increased to 64 pages.

Political Theory Journal

- Political Theory Journal was established by the merging of Journal of Theoretical Information and Journal of Theoretical Research under Decision No. 695/QD-TC-HVCTQG dated December 4, 2000, of President of Ho Chi Minh National Academy of Politics and Publication Permit No. 06/GP-BVHTT dated January 5, 2001 by the Ministry of Culture and Information. The Journal published monthly, each issue has 120 pages.

- In order to meet the requirements of foreign affairs and international integration, an English version and the website of Political Theory Journal has been published under the direction of the President of Ho Chi Minh National Academy of Politics.

- From June 2013, the English version of Political Theory Journal has been published quarterly, with 100 pages per issue.

- From June 2013, the website of Political Theory Journal officially joined the global internet.

- From October 1, 2021, the website of Political Theory Journal officially transformed into Online Journal of Political Theory, under the License of Publication Permit No. 628/GP-BTTTT dated September 24, 2021 by the Ministry of Information and Communications.

Throughout the process of construction and development, the Political Theory Journal always received close guidance from the Central Propaganda Commission of the Party, the Press Department, the Ministry of Information and Communications and, in particular, the direct leadership, comprehensive and profound concern of the Party Committee and Board of Directors of the Ho Chi Minh National Academy of Politics.

As the Academy's mouthpiece and scientific forum, Political Theory Journal has made certain contributions in the field of political theoretical research and practical summary, propaganda and education of political theory, cadre training, serving the cause of national construction and protecting the socialist Fatherland. Political Theory Journal has been awarded many noble awards by the Party and State such as: 01 Second-class Labor Medal (in 2011), 03 Third-class Labor Medals (in 1990, 1998, 2006 respectively), and many times awarded Certificates of Merit to collectives and individuals by the Academy’s President.
